The Tribal Council or when upgraded, Magistrate are advanced governmental buildings which offer the Justice (
) service to the public. The primary function of this service is to help settle the arguments between porcos that lead to Conflict (
), cause porcos to Murder one another, and diminish your territory Loyalty (-1 per ).
Conflict Reduction[ | ]
The total effect of Justice depends on three factors:
- % Access to the Justice service
- Base Conflict (increases with population)
- Justice Policies that affect Conflict:
- Tribal council: -2% -5 State Power, unlocks Elder's Council
- Code of Laws: -6% -30 Monies - 15 State Power, unlocks Magistrate
- Banishment : -10 flat Conflict -8 State Power
The Justice resource provides a proportional reduction to the total Conflict remaining after accounting for Policy effects, but it can never reduce more than the Base Conflict amount (if your Policy settings result in net +). As a result, early game Policies which amplify Conflict both increase the power of each Tribal Council and lower the cap on how much Conflict can be removed by their services.
If the net effect on from Policies is negative, then it's possible to reduce total Conflict by up to 25% with Tribal council or 50% with Magistrate with 100% 
satisfaction. This is usually the case after Gift economy has been replaced with Fair Exchange.
