Policies represent the political decisions taken by the Government and defining the organization of the whole society. Players can pass or revoke them, enabling or disabling their associated effects which apply to the whole State.

Policies may modify territory stats such as Conflict or Loyalty. They allow to control the budget of the Government and can unlock new buildings or require buildings to be active.

New policies are unlocked from discovering new Knowledges, and some knowledges themselves require some policies to be active to be discovered.
