Subvention pays every member of a specified worker class a flat wage. This can be used to pay workers whose buildings do not provide profits, like most State workers, or it can be used to increase the income of particularly poor classes in order to increase their access to goods. Subvention may be activated multiple times to subsidize multiple worker classes.
Note that due to the State Power maintenance cost of this policy, it may cost less State Power to enact Civil Servant Wages instead if more than 2 classes of state workers are being subsidized, at the cost of more classes being subsidized.
